Apple and Google make it easy for you to self-publish, although I'm not fluent with their foreign policies. Generally speaking, you can register an account with both of them and release the game under your own name. You'll have to micro-manage the business side of game development, but it's not that bad considering Apple and Google do most of the hard work for you. Typically the reasons you want someone else to publish your game is because you require initial funding to complete your project and you want someone else to deal with the business side of development, such as marketing and distribution. You end up paying for that however, or in this case losing part of your proceeds.
