can I make a map in source sdk export it as 3ds max file and then use it in my opengl program?

Are you asking if you can legally do it, or technically? Legally, I would think that the map is yours, but the textures are probably copyrighted.

They use their own file format.
Looks pretty simple to convert to a standard format
