I'm not sure how many people are willing to study IT though and if this subject will remain fee-free (what a nice word) but as far as i'm concerned there are enough possibilities in DE to study IT so it should remain free of charge. That's only an assumption though...
Don't study Information Technology! Study Computer Science and/or Software Engineering.
Well, it depends a lot on the university, but IT is often promoted a lot, while it's actually the most boring of all. I myself study Computer Science & Engineering, with an option in Embedded Systems. I get a lot more programming classes here than what is offered for IT, and it's more on the edge of innovation than that age-old database and communication technology. So, if you have ambitions, I suggest not to choose IT.
